The procedure for reviewing article manuscripts submitted for publication is determined by the Regulations on publication of the journal.
All articles submitted to the editorial office are subject to mandatory review.
The publishing editor determines article compliance with the journal requirements and sends it for review to a specialist, PhD, who has the closest academic specialization to the article topic.
Reviewers are notified that the manuscripts sent to them are the private property of the authors and contained information is not subject to disclosure. Reviewers are not allowed to make copies of articles. The review is confidential.
The terms of reviewing are determined by the executive secretary of the current issue.
The reviewer decides:
a) whether the content of the article corresponds its title;
b) whether the article corresponds modern achievements in the field of science under consideration;
c) whether the article has scientific value;
d) what are the advantages and disadvantages of the manuscript.
The reviewer gives:
a) assessment of the form of the manuscript;
b) recommendations for correction or revision of the manuscript;
c) advisability of publishing the manuscript.
The review is done anonymously. The review is provided to the author upon his written request, as well as upon request to Higher Attestation Commission, without a signature and indication of the name, position, place of work of the reviewer.
If the review contains recommendations for correcting and refining the article, editor-in-chief sends the review to the authors with a proposal to take the recommendations into account when preparing a new version of the article. The article revised by the author is re-sent for review.
The final decision on the publication of the article is made by the editorial board and recorded at the meeting of editorial board.
After the editorial board makes a decision on admission for publication, publishing editor informs the author about this and indicates the terms of publication.
The original reviews are kept by the editorial board for five years.
The editorial board sends copies of reviews or a reasoned refusal to the authors, and also undertakes to send copies of reviews to Ministry of Education and Science of Russian Federation, upon receipt of a corresponding request by the editorial office.
All reviewers are recognized experts in the subject matter of peer-reviewed materials and have publications on the subject of peer-reviewed article over past three years.
